520 3 |a After the independence, the development of the Republic of Azerbaijan has been dependent on the oil sector. The revenues of the state budget have been supplied by means of the oil revenues. Azerbaijan had great opportunities for the development of the non-oil sector, and perspectives for the economic and social development of its regions. As a consequence of the oil boom in the early 2000s, with the increased revenues, the government implemented several projects on service, transport, tourism and social infrastructure in the regions. However, still there are much more measures to be done in order to minimize the sharp difference between the capital city and the regions. In order to prevent the flow of people to the capital city, the development of manufacturing areas and the level of service in the regions is crucial. The objective of my thesis is to study the current oil revenues allocation, as well as to determine the prospective non-oil areas, which can promise sustainability.
