520 3 |a One of the most important problems that confront today’s societies is “ensuring cohabitation of differences on the basis of equality and peace”. As of today, barring a few, almost all of the current states are heterogenous in terms of ethinicity, religion and denomination, so it can be seen that this is a global problem. As a result of radical transformations in the nation-state, the concept of multiculturalism has emerged. The concept of the autocratic state has been replaced by federative structures. Countries began to build political regimes in accordance with their structures. In other words, the authoritarian state has gone and the state structure has been dominated by the individual and cultural rights as fundamental values based on participation and pluralism. With this serious change in the unitary state concept, the environment of violence, which has originated from ethnic problems, has been shelved. Instead, the concept of cultural autonomy and decentralization has gained importance. Nowadays, problems are solved by mutual reconciliation and evolutionary political processes. At this point, multiculturalism is on the agenda of the world. This thesis will aim to shed light on the development of multiculturalism policies through two case study countries namely as Canada and Turkey. In the shed light of the multiculturalism policies that Canada has embraced and successfully implemented,it will try to investigate how multiculturalism policies would be functional and effective in Turkey.
