Abstract:In the 21st century, innovation has become the key ingredient of international competitiveness and economic growth; therefore, it is useful to identify the good practices, tools and initiatives of successful countries for those countries, who are still devoting a lot of efforts in reproducing such a successful catching-up. Additionally, technological advancement, the key concern of this thesis, is achieved primarily through R&D expenditure.In this thesis, Japan and Hungary R&D policies have been widely discussed. Because of the nature of the research focus of this thesis, the work is based on desk research with the secondary analysis of the available public documents on science, technology and innovation policy in both countries
