Kivonat:Abstract With the globalization of the world economy, the characteristics of contemporary globalization of science and technology such as the internationalization of innovation resources (international flow of knowledge, technology, and talents) and the internationalization of innovation activities (R&D globalization, global R&D of multinational companies) have become increasingly prominent. International scientific and technological cooperation has become an unavoidable topic for all countries. Both developed and developing countries have a strong desire to reduce uncertainty and improve efficiency through cooperation. Technology as the driving force of economic development is a key variable for the sustainable development of the entire human society. There is no doubt that the cooperation of science and technology is an important part of the entire innovation value chain. As the two most important economies in the world today, the European Union and China can have effective cooperation in the field of science and technology, which will have an important impact on each other and other countries. At present, the research on science and technology cooperation between China and the EU mainly examines the strength and effectiveness of science and technology cooperation between different countries or institutions from the perspectives of countries, institutions, and disciplines. There is a lack of systematic inspections from multiple dimensions of government, research institutions, and enterprises.   Therefore, based on the development process and policy evolution of China-EU scientific and technological cooperation, this study conduct an overall review of China ’s participation in the EU research framework project, cooperation papers between China and EU countries, and cooperation patents between China and EU countries by bibliometrics and network analysis. Explore the characteristics of cooperation between China and the EU in different periods, countries and disciplines, based on the country, universities and research institutions, and the enterprise level. Through the research in this article, we found that after more than 20 years of cooperation, China and the European Union have established a multi-level and multi-dimensional scientific and technological innovation network; and as the external environment changes dynamically, there are obvious competition and substitution effects exist. Identify the problems which occurred in the cooperation mechanism, funding methods, and intellectual property rights in the scientific and technological cooperation between China and the EU.   Key word: International S&T cooperation; China-EU; bibliometrics ;Social network analysis
