520 3 |a After the end of the Second Indochina War, UXO (Unexploded ordnance) inLao PDR has been a significant issue and challenge for the Lao government. LaoPDR is a heavily bombed country per capita; over two million tons of munitionsdropped during the Indochina War (1964-1973). This includes 270 millionsub-munitions from cluster bombs, up to 30% of which may have failed todetonate.Since 1996, the UNDP has supported the unexploded ordnance (UXO) sector ofLao PDR through some mechanisms and phases. This has included the establishmentof the national clearance operator, UXO Lao, in 1996 and the NationalRegulatory Authority for the UXO/Mine Action Sector. The UNDP and Government ofLao PDR have implemented “Moving towards achieving SDG 18 1 that, isRemoving the UXO Obstacle to Development in Lao PDR.The UNDP’s work in the UXO sector has been framed by the project Supportfor the Institutional Strengthening of the National Regulatory Authority forthe UXO/Mine Action Sector (NRA) and of the Lao National UXO Program (UXO Lao).The overall objective of this program of cooperation between the UNDP and theGovernment of Lao PDR is to support, and further strengthen, the institutionalcapacity of the NRA and the national UXO Sector operator, UXO Lao.Thetwo expected outputs of the project are:-OUTPUT 1:The National Regulatory Authority is able to effectively develop and providepolicy guidance, coordinate and regulate the UXO sector in support of nationaldevelopment goals and the implementation of the national UXO sector strategy“Safe Path Forward”, and ensure the fulfillment of relevant internationaltreaty obligations.-OUTPUT 2:UXO Lao is better able to manage clearance and risk education programs for theneeds of communities at risk.
