Kivonat:In recent years, the increasing prevalence of cyber attacks on critical infrastructure, government databases, and electoral systems has underscored the significance of cybersecurity in both national defense and international relations. This thesis examines the evolution of cyber threats as an element of modern warfare, evaluating how such threats influence state behavior, diplomatic relations, and military strategies. By analyzing case studies of prominent cyber incidents—including attacks on Ukraine's power grid, U.S. electoral interference, and cyber espionage in industrial sectors—this research investigates how states are leveraging cyber capabilities to project power while avoiding traditional kinetic warfare. It also explores the role of international organizations in setting norms and frameworks for cybersecurity, assessing the potential for multilateral cooperation in an inherently competitive digital arena.
