| Kivonat: | MINORITY RIGHTS IN THE BALKANS: CASE OF BULGARIA AND NORTH MACEDONIA Minorities and the problems of minorities have existed and will continue to exist in every state throughout history. Especially after the end of the Cold War and the dissolution of Yugoslavia, minority problems and rights, which strengthened both legally, geographically and qualitatively in the Balkan Geography, have become a situation where other states in the region and the world have to seriously establish a policy and legal order. In this study, Bulgaria and North Macedonia, where the minority problems of many different ethnic groups who have lived in the same geography in the Balkans for centuries, are experienced. States that face minority problems define and limit minority rights in signed agreements and regulate their legal responsibilities. In addition, states try to make definitions in such a way that “majority ethnicity” is least affected, considering the political, historical, geographical and social conditions they are in. In this study, the legal, social and political implementations of the aforementioned countries against the minority communities in their countries and the correspondence and harmony of these practices in the international arena are examined in detail. In the current minority problems, especially after the breakdown of the bipolar system, with the emergence of democratic values, Bulgaria and North Macedonia, which are a significant minority problem in the Balkans, have taken some positive steps compared to the past, but they have not yet reached a level that will increase their reputation in the international arena.
