Abstract:The degree of development of the country is one of the important indicators of its attractiveness to foreign capital. Currently, attracting foreign investments in the development of the world economy and international economic relations has become a reality. The strengthening of inter-country economic relations helps to increase the efficiency of production, increase the competitiveness of manufactured products, and reduce production costs. Almost no country in the world can develop effectively without attracting foreign investment.The subject of the dissertation work is the collection of financial mechanisms of attracting financial resources to the Karabakh region in the national economy of modern Azerbaijan and the set of scientific and practical problems of their improvement. The object of the research is the territories freed from occupation.Theoretical and practical importance of the research. Theoretical and methodological knowledge on the formation of investment and innovation policy for the rehabilitation of the Karabakh region of Azerbaijan can be used at the current stage and in the future. The practical importance of the research is related to the development of priority directions of the financial investment policy, the solution of problems that stimulate the development of entrepreneurship with foreign investors, as well as the wide use of the results and recommendations of state authorities. The practical importance of the work is that its results and recommendations can be used to determine the directions of the state policy in the field of employment regulation, to develop an effective system of such regulation, to forecast and evaluate the situation in the regional labor field.
