| Abstract: | This thesis critically assesses the efforts of the Kazakh state to make Astana (renamed Nur-Sultan) a world city during the 21st century. Highlighting the priority on diversifying the economy, investing in infrastructure, and technological development, this study tracks Astana's agenda as the Kazakhstan's strategic capital, namely its geopolitical positioning, organizing international conferences (e.g., Astana International Forum), and establishing centers like the Astana International Financial Centre (AIFC) and Astana Hub. Grounded on qualitative policy document analysis, investment figures, and cross-country indicators, the study discusses Astana's growth in relation to foreign direct investment (FDI) receipt, startup development, and infrastructure upgrading. In comparison to Almaty, the study demonstrates Astana's population boom, foreign trade volume, and FDI, but such issues as oil reliance, affordability of housing, and intraregional disparity remain. The dissertation ends with proposals for sustainable development such as green urbanism, the retention of talent, and regional balanced development to create Astana as a Eurasian hub. |
